ISBE Numeracy Plan
(Pre K-12)

This asynchronous professional learning course introduces educators to the vision, framework, and instructional priorities of the Illinois Comprehensive Numeracy Plan. Participants will explore the essential components of numeracy, including conceptual understanding, procedural fluency, strategic competence, adaptive reasoning, productive disposition, and mathematical discourse. Through engaging learning modules, reflection activities, and application opportunities, educators will examine evidence-based mathematics practices, ways to support a cohesive K–12 continuum of learning, and strategies for creating equitable learning experiences that empower all students as confident mathematical thinkers.

This course is designed for you, the educator.

Participants will be prepared to apply the Illinois Comprehensive Numeracy Plan’s recommendations to strengthen mathematics instruction, support student reasoning and problem solving, and foster positive mathematical identities for every learner.

Throughout this course you will be able to:
  • Define numeracy and explain how effective numeracy instruction develops students’ ability to understand, interpret, communicate, and apply mathematical ideas across academic and real-world contexts.
  • Describe the Six Components of Numeracy and explain how they work together to develop confident, capable mathematical thinkers
  • Identify characteristics of evidence-based mathematics instruction and distinguish practices that support meaningful mathematical learning from practices that emphasize isolated skills or memorization without understanding.
  • Evaluate current instructional practices using the Illinois Comprehensive Numeracy Plan framework to identify strengths, areas for growth, and opportunities for improvement.
  • Design or adapt mathematics learning experiences that promote reasoning, problem solving, multiple representations, student discourse, and connections to real-world applications.
  • Use reflection and student evidence to make informed instructional decisions that support student growth, confidence, and positive mathematical identities.
  • Develop an action plan for implementing numeracy-focused practices within their classroom, school, or educational setting.

About
Stacey McGuffin is a School Support Specialist at ROE 4. She has dedicated nearly a quarter century to educational excellence. She began her career as a special education teacher at the middle and high school level. Stacey has also taught in multiple states including Illinois, Georgia, and California. She continues to lead professional development in best practices in co-teaching and student engagement.

Carrie Brockway
School Support Specialist ROE 4

About
Carrie Brockway is the Director of School Support at ROE 4. She has dedicated nearly a quarter century to educational excellence. She began her career as a third-grade teacher, earning the Golden Apple Award for Teaching Excellence as the youngest recipient of the award. Carrie has also taught a variety of elementary and secondary coursework at the collegiate level for many years, with a strong focus on literacy instruction for graduate and undergraduate courses at Rockford University. She continues to lead professional development in best practices in reading and math instruction across the country.
